Hawaii's annexation, however, argued
that the Act of the Texas legislature
calling the convention made no
provision for a popular vote. It was
simply done at the discretion of the
Governor. The Texas legislature's
acceptance of the terms of the
resolution, prior to the popular vote,
had completed the annexation.
